No transports early in the game?

Maybe it is wrong installation but after I installed Golgotha transports are only available from the third part of the original campaign. Is it supposed to be that way or do I need to reinstall?

I have the site version. Transports are not available for parts 1 and 2 of the grand campaign. Part 3, Space Marines and both latest add-ons have transports.
This must be some very advanced form of install corruption.
It is a common problem for games with multiple add-ons. When Field of Glory got too many add-ons there was the same problem until they released an update "update to version xx and register your serials to unlock the add-ons."
