Japan not building supplies in Queue

I have plenty of supplies in the build queue ebery turn, but for some reason they dont get built. japan is dying because I have no supplies.

Only 3 supplies get built in Manchuria, but none on the mainland.
I have transports connecting Japan to the coastal regions, I own them all from vladivostok to siam. Please help
