According to the UFOPedia, Hallies must have a line of sight to use their Psy Powers. So far, this is true in my games.
Phantoms, on the other hand, are listed as being able to use their Psy Powers even without a line of sight. This is part of the game, as listed in that alien's entry in the UFOPedia.
As far as closed doors, remember that some doors will close again after being opened. They will close unless an alien or soldier stands in the doorway. Many times, the aliens will open a door, not stand in the doorway, and shoot. Their friends will also shoot through the newly opened door. Just before the player turn the door will close again. So, this is not a 'cheat' either.
Note that some doors WILL stay open after being opened. These are smaller buildings such as residences in a city.

FYI the Hallie UFOPedia statement is not true if you use my Advanced AI.

remove ".jpg" and unzip the file
