...have you seen this site?
Commonwealth OOB's
It says "1939-45", but it looks like most of it covers the start of the war and early war period. Very detailed breakdown of units down to battalion/regt/bty by location and command.
It makes me want to create a "master OOB" scenario template. hmm...
Actually, I've kind of started, I have the 1st thru 3rd UK ID's, with a template set up for yer basic CW infantry div. There will be some approximations necessary, as I don't believe the estabs in the game would cover all the British Empire in 1939-41.
I'll probably poke along with this some, though I'm going to avoid units that were in N Africa as I would be duplicating effort with respect to patch 3.
Also, will these estabs/scenarios be playable in BFTB? It'd be
really nice to use the force lists on the most up-to-date version of the game engine. And....it'd suck to put a lot of effort into a master OOB for a game that's on it's way out to pasture once BFTB comes out. EDIT: Nevermind, I forgot I already asked that question.
As long as I'm asking for the moon, my "fantasy" is that Panther focuses on refining the game engine, and broaden the estab list to be as universal as possible*, and theoretically the Player community could develop a comprehensive OOB for all combatants. If the early war estabs provided in CotA are usable in BftB, there'd be a gap for the 42-43 war years, but I realize that's more on Panther's already-full plate [;)].
*I would be willing to provide time to conduct research to help with creating more estabs. If it would/could be used, I'd like to help. Same for playtesting: PM me, I'd love to get involved in some manner.

I know you have to fill some 5-7 positions within PG and that you can't read each and every post. But expecting someone to contact you more than 2 years after he had posted his offer (and request for PM), is kinda optimistic, to say the least. I bet he thought you wouldn't be interested.
Reminds me of my own offer, in particular the translation of COTA manuals, where I had started to translate the "getting started" manual (into German), and where then progress was slowed down when I got to the text on embedded pictures and symbols - which really had to be translated too (the pics/screenshots are vital), but I never got any feedback, so I stopped working on a German manual.
Maybe you should delegate some work (ie. tracking forum entries or message management) to one of the Panther bunnies.

EDIT: Make sure you read the entire thread. User Andy uses to have quite some interesting and (IIRC) usually correct infos. He also refers to the broken link you mentioned (for detailed infos).

Update:
It seems like the site was maintained by David A. Ryan himself, he also provided Niehorster with some OOBs (Allies).
Niehorster mentioned him on his news page for providing infos about British armed forces in India, in an entry from 2006.
This leads to me thinking that Niehorster incorporated some of "dryan"'s work on his site. Niehorster doesn't provide Mediterranean OOBs for Italy 1944/45, though.

Still got to add stuff and refine it, but here's the outline map that I'll use. Can't help but wonder, "What was Winston thinking?" Perhaps I'll name the scenario as such:

Realistically, I think that the campaign can be divided into a second part, one associated with the Allied breakout in May.
The expansion would require a rework of the map to 50x40k and a change to 50m elevation increments.
We'll see.
