LCU supply question

Does the LCU get supplies from an adjacent base by land while attacking an enemy base?
Or does it have to do the following:
1) air drop
2) naval supply
3) capturing the base
4) retreat

Yes, an LCU can get supplies from a neighboring base, as long as it is under friendly control, and there is a path to it. (Interestingly, troops cannot march if there are enemy troops at both bases, but supplies can flow.) In fact, supply from an adjacent base is the best way to replenish attacking LCU's. Until and unless the base is captured, naval supply (over-the beach-supply) cannot increase LCU readiness to more than 50%. And you'll find that supply by air is completely inadequate for all but the smallest LCU's.
Civil war? What does that mean? Is there any foreign war? Isn't every war fought between men, between brothers?
