What about like the did in MechWar (and BTech) with a engine rating for speed (not just energy output) so you can take a light chassis, and REALLY cook if that was what you wanted to do.
Well, there's this rule about suggestions that says you have to think about the consequencies first <img src="smile.gif" border="0">
Speed modifies charges and weapon balance. The game is pretty well balanced right now.
Also, although the feel of this game is close to BT, the game mechanics are completely different.
There is a top speed a bipedal vehicle can attain. And IIRC a ToS recon is faster than any vehicle in BT.
You can design slightly faster titans by making them underweight. It's not a very viable option, but you can do it.
