How can I evaluate West and Sud Front CV?

I am trying to do the maths to get the exact combat value in those HQs (or any other unit) but the results I get don't correspond to what the program gives.
Here is a simple example that I would like to solve:
221st Sec Infantry Div (162:99%)
experience: 59
readiness: 99
Infantry squads:120
artillery: 24
anti-tank guns: 12
flak guns 6
recon vehicules: 0
The CV of the unit shows 7
In a nutshell, how can I get 7 from the numbers provided above?
Any clue would be appreciated.
