1-Do skirmisher demoralization trigger when a unit gets attacked or only when it itself attacks?
2-Emancipation proclamation, the +125 only activate on your turn right? How many turns are there per year? Trying to figure out how long it takes to "break even" in fighting spirit loss.

1/ Only when the skirmisher-equipped unit attacks
2/ The +125 happens on both sides' turns. Breakeven is 20 Union turns, or a bit over a year after the event starts.
