If you bust the fortification at fort pickens, you can't land amphibiously to take custody. Are there other areas that are similarly off-limits?

It's impossible for the Confederacy to take the two Union ports at the tip of the Mississippi delta or retake Fort Hatteras once that decision event occurs. Fort Pulaski likewise would be near impossible to retake in the face of the superior Union Navy without a huge investment in amphibious tech, marine units and maybe some ships. Once Union gunboats pulverize it the Union can get a instant brigade to hold it via another decision event.
Unless you can get European help this game kinda forces the South to cede anything remotely offshore.

Let's say the Union unit on Pulaski is blown up by shore bombardment and starvation is the tile land-able or is it like Pickens?

Couldn't tell you as I've never built marines as the Confederacy or invested much in its amphibious abilities. Just trying to keep military and economic parity with the Union on land is MPP-intensive enhough.
In addition, since Pulaski is a settlement on a one-hex island with an intrinsic supply level of five starving the brigade there out in the traditional sense is gonna be a mite difficult. The resources it would take to re-take would seem to outweigh any gains.

Pulaski supply is 3 (disconnected town with no access to supply or port). If it was 5 the fort would be disbandable and then the conf player could technically land units there.

Well, I was trying to go by memory as the game is not in front of me at the moment.
