My country is too powerful?

Having had a few successful wars and a lot of help from a growing economy, I now have the biggest navy and biggest budget in the world. For some odd reason, countries won't let tension grow and the world is at peace. Would it be too much to ask for a coalition of smaller nations to grow up in response to my aggressive posturing and form an alliance to go to war with me?

Are you playing the USA?

From my subjective experience, acquiring colonies near other countries helps a bit with tension. Put espionage on high and click on any event that maximizes tension. If your tension is already high, putting your fleet on active raises tensions too AFAIK.
Always select options to blow up enemy ships or to support rebels in their territory. With e.g. Germany I have never experienced problems going to war, but it is difficult to provoke one with nations like Spain unless they are part of an alliance.

If nothing helps you can report a bug if you assume one, or edit the tension entry in the save.

Playing as the Americans, the recommended country for newbies, and it is easy. I did manage to create a coalition of hostile powers, though - the Brits and the Russians at this point - by following EWK's advice.

I should probably start over as the Japanese or something, but right now I'm having fun hammering the Brits and the Russians.
