I got helicopters a while ago, but can't seem to base any on my ships. The box for "helipad" is not checkable on any builds I do. Is this another tech level increase? If so, what should I be doing with my helos in the meantime? I can't form a squadron of helicopters, although there is the "special" squadron on CV's, which doesn't say what kind of aircraft it is operating. The manual doesn't seem to offer much.

Yes, helipad needs to be researched first. This surprised me too.
