We are still having mysterious fire starts from nothing. Take a look at the BB Grazhdanin log. They had a fire like 8 hours ago, it was extinguished, but suddenly "fire spreads" and then immediately "fire reduced by damage control".

Any nearby enemies that could've shot at the battleship and hit it?

Look at the log, there's no evidence of a hit. The vessel was heading for harbor and I didn't see any enemies. They had been hit a few minutes before by torpedoes but no sign that a fire started as a result.

Just to confirm, when the fire notification starts again in the log - is the ship actually taking fire damage?

I don't remember now, but it seems like it did actually have fire for a minute. I don't know if there was any damage or if it just reported a fire that was then reduced by damage control. I did have damage control training.
