I don't have a copy of Fortress Italy.

Does the editor include small units which could be construed as guerrillas?

I'm thinking of civilian clothing, chaotic unit sizes and ad-hoc weapons.

Would the game allow them to be pitched against one another (armed mob versus armed mob) ?

Red Thunder would be better. It has partisans with mixed soviet and german weapons, and various formation sizes.
