1662 - Weapon Allocation Possible Issue

Units are launching more weapons that WRA is configured to.
Description
In the attached scenario at approx 0351Z, the Houthis launch are 50 CM-200 Ghader AShMs at CVN-75 in the Red Sea. The USN DDGs respond with 123 SAMs in the test I conducted, ignoring the fact that the WRA is set to engage 1 SM-2/SM-6 per target for all incoming missiles. This isn't a "look, shoot, look" situation either where the SMs are missing; the SAMs are mostly fired en masse. As you can see in the screenshots below, some of the Vampires have upto 4 SAMs targeted at them. If you leave the scen running a little longer, the same issue will be displayed with SM-3s engaging ASBMs; contrary to WRA, the DDGs will launch 2 missiles at each target in the same salvo.
To make it easier to check the "Losses + Expenditures" log, I've cleared off the initial engagement between USN Super Hornets and the OWA UASs as the DDGs didn't get involved in that fight to save taxpayer dollars.
