Is there a way to creat your own offense formations and/or modify existing formations?

Yes, one can create offensive and defensive formations.
 
Release 3 will include the ability to have formations with more varied offensive sets that can include two tight ends or up to three running backs.
 
The defensive logic has been upgraded in Release 3 as well, so coverage schemes can be set more easily.
