Question about movement cost, glitch?

Question about movement cost, glitch?

Why is the movement cost so high for the marked hex?
the next turn I could move there for much less MP although the enemy unit didn't move.
This happened with v1.02.
Didn't notice it in previous versions.
Is there some movement mechanic I'm not aware of?

Foot road move 30 foot mountain move = 40 : total 70. Action points left 77. The only reason I can see is if readiness affects how much action points it costs to move.

Edited to account for the fact that its low mountains not high mountains (40 move not 50)

Isn't the Border/ZOC also adding to the AP cost? Hence showing the text, "Move Cost = 120"
 
If so, maybe after your turn and then the AI's, the Border/ZOC was pushed back 1 space?
