Dumbing down Alfred

If I take the suggestions on the "What's with the American Army?" thread and dumb down Alfred, will he still be dumb enough to take Quebec if I offer it to him? This way Burgoyne and his Brunswickers will conveniently sail into Boston or New York if I hold them. (Alfred is so busy building those big armies in New England, he leaves NYC unoccupied.)
Ideally, the British should be able to choose, three months before landing where they want to send reinforcements, just as certain recruitment issues I hope are dealt with.
This game can be very good.

I realise that Alfred needs a handicap to make up for the lack of ability; but, I would like it better if the handicap was more oriented toward battle results instead of inflated production. It would be nice if Alfred would have a setting where it would have the same production rates as that of a live player. As I play him to test out strategies to use against a live opponent.

Production is increased for the human American player as well. At least 25 infantry regiments more than historically possible can be produced. There are no disbandment issues January 76 or 77. Any disbanded units in the game can be rivived. The "New England" region extends down to Virginia, so unrealistic amounts of regiments can form in the northeast.
The American army can be recruited to a strength it was never able to attain.
