I believe this is a problem simply with the way I am reporting the unit position. I can see what you are saying. I am reporting this as a harcoded location. I will log this as an issue. The accurate way to see if a unit is actually in the city is by refering to the city control.

Sure should be! The BETA for 1.03 is coming up in the next day or so and this should fix it.
