Just curious about a few aspects of the game. What I am uncertain of is;
*will a bank/factory/farm produce more resources the higher level road I have in province?
*what is better, to build 2 banks/farms/factories to level 2 or 1 to level 4?
*what determines how often I get to do upgrades? Are there any buildings that increase research rate?
*is there any way to negotiate a peace without formally surrendering? Sort of back to status quo?

I am not totally sure, but I would say that road levels (2) will increase the available population in a province and by thus increase the general output there.
Upgrades are related to the level of barracks you have. I do not remember the calculation for that now.

yes

don't know, I usually build max possible level of each in the best city ...

I could need another answer from you more experienced guys, what determines who takes control over a territory after the siege is over?
In my recent game, I was at war with England, so was Austria, we were not allied. England had control over Poland.
I started a siege in Warzaw, a couple of turns later the Austrians move forces into Warzaw as well. The Austrian stand aside and let my troops get killed while taking the fort, and when the garrison surrenders, Austria takes control over Warzaw. So, what determines who gains control?

More than a little. Oh well Austria will pay later!
Another Q then, (I play France btw) in a war with Sweden and England, Preussia suddenly declares war and invades a few provinces. Now my taxes have gone from 1000ish to 200ish, is this because I do not recieve taxes from provinces with enemy forces in them?

More about taking control ... it is not so important, because it just during the war ... during surrender terms you can claim allied controlled land ...

But I have a few more Qs for you guys:
1: Is it possible to win a war and have more than 6500 points to spend on humiliating things your opponent has to agree to?
2: Some territories are not conquered but striped out instead, do these add to a negative war loss at the side that loses control of that province? England seems not to care at all...
3: Any way for me to disband POW divisions? I do not want to give Austria back 25 divisions that will attack me again soon.
4: Any way to release my men from captivity (POWs)?

Yes, thought it was based on numbers of losses you give, so more battles, heavier losses, more provinces taken, the more you can get, there is a upper limit to it

if i follow, i think you are seeing protectorites and the Nation Owned provinces, you take over a enemy Protectate, you take it outright, you take over a enemy owned province, you control it, but do not own it

some people try to do things to kill them off, but, overall, just let them go back, they are not going to be good troops for a long time to come

enter the province they are in, if enemy troops are there, you fight a battle, you win, you free your troops

yes, it is easy then 
the hassle is, if they are moveing and you are moving, you may move in and then they may move out, but if you end the turn together, they should return to you

it has been a while since I last played the standard CoG verison, I remember there were lots of changes with PoWs, maybe I am remember old rules that are no longer in effect, if that is the case, sorry for misleading you, but that is how I remembered it

Diplomacy...
I play France in the 1792 scenario, I start at war with Preussia and Austria, and usually win those wars quite easily, and while those wars start out I tend to use my diplomats to coup some minor nations (Piedmont, Switzerland etc). However usually on turn 5-6 I will face a coalition every time, usually Sweden, England and Russia. This is bad since my troops could need some rest from the previous wars, and the coalition will attack from all sides.
I've tried sending my diplomats to charm the other nations, as well as subsidising the other nations with 15-30/turn. No good, they still want to see me dead...
Ok, I know this is quite realistic seing as the other nations did not like to see the French King and Queen beheaded, but still..
Any tips as to how to avoid a coalition war early on?
And is there any way I can surrender and get to negotiate over what I have to cede? After a brief war with Spain in one of my games, I sunk a few of their ships, won a few battles and captured one of their territories. They did not want a cease fire, so I chose surrender, and with no more imput from me, I get to give Spain a territory. This after a war I basically won, but would accept a return to Status Quo...

at times agreeing to not go to war with someone for a while will allow them to agree to the same thing, only for a shorter time (I agree, I won't go to war with you for 5 years, and you won't go to war with me for 3 years, then at the end of 3 years, you got a chance for them to break the deal, and your off the hook and can pound on them)
you can also try and get them into other wars, while they are fighting someone else, they may be too busy to try to go to war with you
all kinds of neat tricks you can pull
