Depends if you are playing stock or a Mod.

There is usually a small surplus of resources in China/Korea so some can be moved to Japan. There is quite a lot of Heavy Industry in this region so leave enough resources to support it - in fact you probably need to send oil here to keep the HI running.
Using a tool like WITPTracker or WITPdecoder will make this very clear.

Supplies - your CEA forces will need a lot if you're on the offensive; if you're defensive in this theatre then by all means pull some supplies out.

Fuel - take all you need, especially from Korea and northern China. I leave enough from Shanghai southwards to support ASW TFs operating to keep the SLOC clear of USN subs.

You have industry there too and it needs raw materials to function.  The local railroad network will transport the raw materials to the industry.  What is surplus to local requirements can be shipped off to Japan.

Probably just play-style, but I typically end up moving oil and supplies into Shanghi/North China within the first four months. Resources seem to be adequate, but I still don't move any to the HI. Fuel I could move but I never am short in the HI.

If you are on the offensive in China (as Japan) - especially in CHS - plan to bring in supplies... around 500K is a good start.
