In the situation shown I am actually able to transfer a ship from the marked HQ out to another unit. Though it couldnt move there legally since most terrain is land and the two adjacent orbit hexed are blocked due to the naval blockade. So transfer allowed more then regular movement and I think for ships there is no danger of being killed during transfer due to anti-supply warfare.
