Merchant Fleet and Air vs Ship "overstacking"

I miss the days of only dealing with AK's or AP's (large and small) .... Love the detail, but now my head is swimming ....

BTW, what's the rationale to still permit Air Base overstacking (with penalties), but not permitting over docking (w/penalties) ? Two differnt programmer/designer groups ?

I 'believe' its a lot easier to park more a/c on a piece of grass ( shove them out the way) than it is to concertina two ships together to fit on the same port berth [:D].

And as Devs have stated AF overstancking is no longer a taboo and is expected , just expect to have harsh (as yet unquantified ) penalties , and if you get bombed there. OUCH .
