Possible Flaw - Air Squadrons in Trapped headquarterss

I have just noticed a design flaw in the game. The first I have seen. Air Squadrons from a surrounded HQ (in this case Russian) cannot fly out to safety.
They can only disband.

I think this is a real flaw as in real life they would have flown out to escape the advancing Germans.

They'll move out when their air base is overrun.
