units in strategic mode

I assume HQ, AA etc do not function when in strategic mode

what affects units ability to pack and unpack as it seems quite variable.

The pack/unpack time is a random from 1-3 days.  Smaller units pack/unpack more quickly.  I think the random there is 1-2.

It's basically just a roll of the die.

What? That doesn't make sense. Being in strategic mode means having everything loaded on transport for moving along main roads or along a railroad. You can't support aircraft when you're in this situation.
So much WitP and so little time to play.... :-(
