Axis Spontaneously building forts

I'm seeing "0" and "1" forts spring up on some Axis units without me doing anything. ??? I'm wasting enough AP points anyway, but are these X-mas presents ???
WITE is a good addiction with no cure.

you're talking about the fortification level (number in a red circle), not fortified zones or regions (on map units)?

All units have a construction value, and will 'dig in' utilizing remaining MPs automatically.  HQs can also dispatch construction SUs to assist in this depending on distance and command checks.
