Re: Proposed ending of hostilities

On the assumption the many time zones between Tokyo and Moscow
explain the lack of response to my message of yesterday

I have directed military forces in Japan, Korea and Manchukuo
to continue to stand down - with the exception of submarine hunting -
as there is no reason to think ships in the Sea of Japan are not at
risk. Most ships have cleared the area - but not all - and in spite
of the economic impacts - all are still on course to leave.

Re: Our agreement and related matters

1) I prevailed on the War Minister to relieve Commander, Kwangtung Army.
This in spite of not regarding him as responsible for the conflict along our
border. There have been too many instances of Japanese air units straying
across the border, from early on, until this very day. And the interpretation he
could hunt submarines included hunting them in port was the final straw. If we
expect officers in the Kwangtung Army to take orders from Tokyo seriously,
we had to insure a lesson was taught when they were not strictly implemented.

2) The Navy Minister says merchant ships will continue to leave the Sea of Japan
and the Sea of Othosk for the time being - never mind the economic cost. He says it
is the only way to insure they do not run into at least one Russian submarine. He says it needs days to reach port - as do any others at sea - and that it should be policy that Russian submarines do not go to sea unless a state of war exists. [For technical reasons, in game code, submarines will attack if at sea - so they simply cannot be at sea unless there are no targets by special arrangement]

3) The Air Minister and Navy Minister have directed all air operations are to cease for the next 72 hours in the Northern area. When they resume, they will be range limited so that no patrol will enter Soviet airspace or Soviet waters (that is, the hex next to any Soviet port - where it is logical to have Soviet surface patrols or even submarines). For the time being there will be no recon flights over Soviet airspace. If things stay calm for a period of time, I may propose reciprocal recon flights be agreed to - probably whatever number you prefer - as a confidence building measure to insure neither side is massing an invasion force.

4) Your telegram with but a single word probably sets diplomatic history for brevity in a matter of significance!

To be precise - the Japanese proposed standing down repeatedly - see the record -
and warned that failure to accept the latest one would have consequences for the bloody
air and naval attacks of the previous 24 hours. The ship torpedoed sank during this very
day, even though it was only one hex from port.

I am distressed by the nature of the air strike here: there were 50 fighters at Vladivostok
and Big Red is FAMOUS for fighter traps - so where are my fighters? A hundred were supposed
to escort. This was a very risky reprisal.

Another distressing point: that is supposed to be a sub base, not not one sub was hit - and that
was the target - reprisal for the sub attack AND insurance there would not be more of those in
future. If the enemy cannot play nice, better to get rid of his stealth toys. But there were NO subs
present, so none were hit.

Several times over the preceding days I dared hope for a stand down - to be rewarded by massive
air strikes. And THIS TIME the Russians didn't say anything had changed until too late - the turn
was submitted. [This sounds like real life. Time zone differences alone could have made it so.]

On land, Japanese forces crossed into Amur Province proper - at an undefended point - and the
threats to cut the Trans Siberian Rail line became real. I kept saying, for long enough to move
through 46 miles of rough country, "agree to respect the border, or else" - and no agreement came.

As soon as it did - AFTER this turn was in - in the form of a single word "Accepted" -
we ordered all plans grounded. During this day ALL ships were ordered out of area - to minimize risk
to subs - or air strikes in retaliation. If you read carefully the official correspondence above, you will see
that naval forces were put on the table as potentially at risk if the conflict widened. And the RUSSIANS
drew first naval blood - the day before - with a sub attack. No agreement to stop fighting, and subs
at sea shooting? We had to act to be taken seriously.

This is a historical game in which Japan was not staged with the ground and air
units needed to take Hawaii in the initial attack. It was the Nagumo raid supported
only by tankers. As for next year....

This is not anything like the record - wait until you encounter a fully assembled
Class A Division - particularly a semi-motorized one (with bigger artillery and
organic armor). These are historical formations indeed.

However, note that they are DWARFED by all up US divisions in due course.

What makes these numbers different in RHS is the greater modeling involved:

In RHS almost every unit gets logistic support elements. These are a pairing of
"trucks" - "draft wagons" - "pack mule strings" - or even "manpack strings" with
an equal number of support (or motorized support in the case of trucks) squads.
There is very little firepower in the logistic units (The Japanese issued a rifle to every
third man for example; the US typically M-1 carbines). But the greater number of
squads reports as a bigger number, and the greater number of support elements
and just plain total squads to spread casualties among makes units of any size
bigger still (very small units and static defense units are often no bigger than before).
Here (logistic support) there is a curious division: PACK units - like this one - have
BIGGER squad counts (they are really bigger and harder to lift and to feed) - but
LESS firepower than draft units (with bigger weapons) which are themselves less than
motorized units (with bigger weapons still, and still lower squad counts - there being no
pack mules, veternary units, etc). Here you have a pretty big squad count - leading
to AV - but not as much firepower as other assembled divisions.

To the above add that in RHS many units get extra combat elements. The stock system
is flawed in modeling the Japanese "grenade dischargers" (really light mortars, the best in'
the world according to Touched With Fire) for example: it assumes larger squads
with one in every single squad. But IRL they had two, three or four grenade dischargers per
PLATOON - which is a lot less than 1 per squad. And better troops get a higher ratio. I broke
these out - reduced squad size (and firepower) - and then attach em as really organized -
as one grenade discharger squad (of 2, 3 or 4 teams) per platoon. So you have a squad
count about 33% higher for this reason alone: and about 85% of those get support squads
as well (the % varies with the quality of the unit). Class C units, cavalry units and Axis Allied
units only get the firepower of 2 GD per platoon; units as this one, the norm, Class B, get
3; Class A units usually get 4 GD per platoon (except in the cavalry, which remains 2). So
as the class of the unit improves, while the squad count remains similar, the FIREPOWER goes
up.

On the Allied side, there is a little of this effect at start: the entire Russian Army gets one of two
AT rifles in almost every infantry unit. Similarly, many British units - and some AUS and NZ ones -
plus the USMC Raiders - have Boys AT rifles. These have a very similar impact on squad count and
firepower (but rather more on armor penetration value) as the GD does for Japan. Later on,
the Allies get PIAT (UK/CW) or Bazookas (US for sure, sometimes others also). These are similarly
on a scale of less than one per squad in EVERY case - so the stock assumptions are wong - putting one
in every unit. We break em out - and you get em where they were - in the numbers they were - with
firepower recalculated for squads without them.

This means early on the Allies - with lots of units that have no AT weapons - and will all squads rated
without them - there is a real weakness in infantry units. Similarly, Axis Allied units are very weak.

Compounding these effects, RHS makes a stab at realistic MG counts. They are actually pretty conservative,
but - with one exception - the Allies usually look fatter because they have so many more MG per large formation.
The exception is the 5th Semi-Motorized Division in Malaya - which is the only division in all history to go into

a serious raid. Here we have a seemingly renegade Ki-30 squadron running into a now alerted
Vladivostok - without cover - in daylight - being too successful and risking the fragile peace - if there IS
a peace at all - just begun!

Re: Situation Report

First, I note Red Air Forces, ground forces and naval forces were under proper control today.

Second, I note a unit of the JAAF was not. Never mind the awful losses when we ORDERED air strikes.
Never mind there were many fighters on station. The old light bombers wreaked havok on what was left
of the harbor from yesterday's attacks. This was NOT what I had in mind when I required a general
stand down of all air units.

Third, I have ordered an investigation. Not a cover up, when I find the offending unit it will be disbanded.
And the commander arrested and delivered to the border for courts martial in your country, together with
a full report of the particulars, whatever we determine them to be. Note I am a full general in the IJA,
as well as an active minister of government. I want a message sent to JAAF units about the consequences
of breaking a truce.

Fourth, I have directed the Minister of War to REISSUE general stand down orders for all air units in
Manchuria (North of Port Arthur), Korea (North of Fusan) and Hokkaido (there are no Japanese aircraft
on Sakhalin Island to begin with). Never mind the requirements of prudence, no recon, no ASW patrols,
no transports - NOTHING is to fly. On pain of answering to Russian military officers. If we lose a hothead
or two due to this policy, we are better off anyway.

Fifth, I hope you have made it clear to Commander, Soviet Far East Forces how hard it is to turn off even
a limited war once it has begun? You better not sent him to us for discipline: So many planes were shot down,
and so many troops killed on the ground, not to mention the loss of a major ore ship, that I do not believe
any defense offered by him would be accepted by any of my senior officers, or even that he would be safe
in custody. I do NOT want my gesture - sending over the offending JAAF officer - to be reciprocated in kind.
Besides, it is my sense that not respecting the interests of the state in the USSR is a serious offense, if not a
capital one, to begin with.

Post Script: there are rumors that Japanese patrols have entered uncontested, unpatrolled Soviet territory.
Having relieved the Commander, Kwangtung Army, I can hardly expect him to know the current situation.
IF it turns out there is any truth in these rumors, be advised these patrols will be directed to leave by the
most direct route possible. As I understand it, at least one village was captured - but that 300 man
patrol is already at the border and en route to its peacetime defensive position inside Manchukuo. I have
ordered the village of Moho to be occupied, fortified and defended - in hope of deterring further problems
at that location.

It is danagerous to order a bunch of air units to attack and then try NOT to
attack later! You may miss one. In the case where there are diplomatic
overtones, the consequences might be dire. So CAREFULLY review all
your settings near Russa.

Big Red achieved surprise with two - not one - cruiser groups in the Philippines.
EDIT: It was only one - more than once!

His luck was good -
I turned off anti-ship strikes believing only PT boats remained. One of the battles wiped out a half
dozen "captured" US Army Patrol Boats (caused by a data entry error, since corrected). An airborne
assault on an "undefended" location in the Visayas ran into opposition - but took it anyway - to my
surprise. A concentration of Allied shipping in Southern Malaya was hit hard - never mind many
strikes failed to fly at all - and never mind the fighter trap one hex away. But the reports by recon
there was a "CA" there were false - and no real warship was hit. Still - every transport was sunk.
USN subs continue to have trouble with torpedoes - what will it be like when they actually work?
I hate to think! I like the message "out of ASW ammo" I am seeing - I intended to limit the number
of salvos of early AS ships - and it worked.

In Burma, it appears, apart from two units in the panhandle and one that "invaded" Thailand,
the enemy is concentrated at Rangoon and Prome. We captured two locations in two days by
airborne assault - and all three units in the area will be engaged as soon as we can reach them.

In Malaya, there is no real defense in the middile, so it is a race to the South, with the Western
route moving much better than the Eastern one - never mind it began later. We are outrunning
our air cover and needing to work up new air bases. Unfortunately, Kuala Lumpur is 100% down
for air ops - we hit it too hard because it is a great air base - but it appears Big Red didn't use it.

In the Philippines the only fight left that matters is for Cebu and nearby parts of the Visayas.

In China we have early victory in the SE section as well as the North - but are not close to getting
the rail net up and working. There are many weeks of work ahead even if it is possible.

It is danagerous to order a bunch of air units to attack and then try NOT to
attack later! You may miss one. In the case where there are diplomatic
overtones, the consequences might be dire. So CAREFULLY review all
your settings near Russa.

Re: Border Problems, Progress and Prospects

1) We have reports of an incursion into Manchukou - on the main rail line
South of Borzia. Since the position is defended by cavalry and and armored
train, it is not speculation what they can see at their position

2) I have authorized recon flights of this one location, which is inside our
territory. I also authorized transfer of a squadron of light bombers to our
Northernmost air base. And I further authorized combat air patrols out of that
one air base. In spite of orders already issued by the officer in tactical command to attack and expel the invaders, I made a deal with the Defense Minister to give the unit 24 hours to start withdrawing without being attacked. He agreed, and countermanded the orders.

3) Two of four patrols which entered Inner Mongolia have returned to Inner Mongolia and dug in. The other two are withdrawing in good order. The left one town not under Soviet control in their wake.

4) The only patrol which entered Siberia from Northern Manchukuo is withdrawing. Here again, one town was left not under Soviet control, similar to Moho - which remains Soviet - but an engineer unit is approaching it and will correct the problem.

5) One patrol, which entered Siberia from Eastern Manchukuo has been identified. It is on the Trans Siberian RR and nothing can move using that line between Eastern Siberia and Central Siberia. 8) The last ship - which needed time to fix engines - is leaving the Sea of Japan.
We wish to return to using it - but that depends on events over the next week. We continue to not permit recon or patrols in the area - something which cannot be sustained due to the risk of US submarines entering the area. But for now, my orders not to sail in the area stand. Similarly there is no shipping to Sakhalin Island or the Kurile Islands NE of Etorofu.

9) There is clear restraint by the Red Air Force. There is clear restraint by the Red Navy. There is substantial restraint by the Red Army. IF its incursion into Manchukuo can be corrected, a true state of non-hostility can be restored. I interpret the incursion as some kind of message in response to IJA incursions. So many technical and tactical violations have happened, it is impossible to say what caused what? But the agreement we have is that the border be RESPECTED. I expect you to require that, and if you confirm that is the case, I will require the same.

This is a look at the battle in central china. Seems to me ElCid has scattered his army.

I regard this screenshot as of SE China. The area is almost cleared out of enemy positions - to my
utter surprise for this date in time. I have small combined arms teams typically supported by
small air units at the most important location or two cleaning house. Because of the mountains,
and the local supply base, I expected a lot more trouble. But the Chinese seem to be unsupported
and un concentrated - except at Wenchow - where I must starve em out or assemble a major force.
Wenchow has successfully sunk ships with Walrus and PT boats too! But North of Canton he has
dug in properly in rough country - and it will be hard to clear out the Southern parts of the rail net.
In this area - however - all is ahead of plan. The same farther North. It is in what I call Central
China - NW of here - that he seems determined to fight - and with major supply sources, lots of
troops and air support - it will be a fight. Here in SE we are trying to form up for an indirect approach on
Central China.

attack later! You may miss one. In the case where there are diplomatic
overtones, the consequences might be dire. So CAREFULLY review all
your settings near Russa.

To readers - and to myself! I didn't intend for this fight to happen. It is the risk of having active Russians not at war
- if you are not careful - the units will fight. It is a lot like a real tense border area! It also means Japan dare not
move out all its planes and ground units for use in some other theater.
