What do the switches "Stockpilng" on the base? How is the effect of setting "yes - no" ??

Yes causes the base to increase its supply well beyond requirement.  The increase requirement arrows will modulate this upward further.  Other bases will not be able to draw from the base in question.  This is useful in many instances such as if it's a port you intend to begin shipping supplies out from, a base you intend to transfer a lot of bombers to, a base which urgently needs to fortify or just a stockpile for field LCUs in the area that you want to make sure always have sufficient supplies.  In this latter case turn off the stockpiling at the appropriate time to release the maximum amount of supplies.  I'm certain there are others with more info who will respond to your query soon.

For the fuel stockpiling, if your port is expecting a lot of thirsty ships soon, say yes to stockpiling. Now the base will fuel those ships fully even though you still have the flag set to "yes".

it retards the dispersal of supplies from that base to other connected bases, thus allowing a 'stockpile' to be built up.

i don't think the supply stockpile set to Yes increases the base's draw, that's what the arrow-buttons on the 'supplies required' line is for.

but setting any of the 4 stockpile buttons to Yes will prevent the game-engine from allowing any of those resources to leave the hex. 'in-hex' operations are unaffected, for example a TF could still load 'stockpiled' fuel from the base, but the base won't allow the game-engine to suck fuel to another base.

stockpile = yes should be used sparingly, & only for a specific purpose. for example, you're shipping supply from Calcutta to Akyab, you're using Akyab as an airbase, you want Akyab to retain at least 20k supply, so you can support air-group upgrades. 1st, you use the arrow-buttons to increase Akyab's 'draw' to 7k (the base will attempt to draw supply to 3 times this setting). 2nd, you set Akyab's supply stockpile to Yes.

but when Akyab's supply has increased to 21k, you want to turn its stockpile to No. it'll keep its 21k supply, but will now allow any excess to filter out to other bases & non-base LCUs within its supply-range.

Yes, be careful of setting stockpile on everywhere. You can often block supply movement to bases further way.

it does. I had all my Chinese bases set to stockpile on and all units outside of bases were getting supplies. So if those supplies didn't come from India...
