OKH:

Personell - increase EXP of a subordinate HQ (unit?)
EM Unit - create emergency unit/s

ARMY:

Personell - increase EXP of a subordinate HQ (unit?)
EM Unit - create emergency unit/s
Freedom - give extra attack/defense and AP's
Supervise - increase defense of lower HQ's units
Visit Front - increase morale of lower HQ's units
Lead - increase offense of lower HQ's units
Commitment - increase morale and exp of lower HQ's units
Gamble - increase attack of all units subordinate to the lower HQ.


CORP:

Attack - increase attack of division
Hold - increase defence of division
Speed - increase AP's of division
Entrench - increase entrenchment level of division
Courage - increase morale of division
Recon - increase recon level of hexes adjacent to division
Excercise - increase XP if < 60 for division
Tank Drive - increase attack for AFV's (trucks, tanks, halftracks etc.)
Initative - increase attack and AP's
Care - increase morale and readiness
Hedgehogs - decrease readiness, decrease attack, increase defence
Discipline - decrease XP, increase morale
Bombardment - all guns gain attack
Force March - big increase to AP's big minus to attack/defense
Promotions - increase XP


These are the cards I have seen so far for the Germans. In general, OKH plays cards on Army HQ's, Armies play cards on Corp HQ's, and Corps play cards on divisons.

All effects are cumulative.

I didnt bother with the costs...if you can have it, you will see the cost on the card.

Does creating Emergency Units reduce the number of replacements you get?

Not sure...when I am waiting for my friend to finish his turn, and to help answer all his questions (we use ventrilo), I boot up a dummy campaign game where I throw pieces around to see what they do. I just tried it, and OKH didnt change its replacement pool, but the emergency unit gets what is called Ersatz Infantry, which appear to be rather sad in morale and experience. And I don't see any ersatz infantry replacement points lying about, which means any casualties you take won't be replaced.
