Camping in the woods.....

Playing PBEM. My Brisbane (static) unit got kicked out of its home town and then kicked another hex west some months ago. I have reconquered that part of Oz but the Brisbane force is still 2 hexes west of its home base and has no ability to move anywhere. Is it destined to be camping the woods where it is now for the rest of the war?

I always thought the static squads or equipment were eliminated in the retreat which would have allowed for movement afterwards. Did you have replacements on for the unit?
