Manual Targetting ignores "Use Feet" option

I have set my game up to use feet rather than meters. However when I use the manual targeting option the altitude measurements are in meters and not feet.

Slight correction: The _internal calculations_ always use meters, it's just that we haven't set the _message_ to switch to feet when the user has selected feet. So it's a cosmetic error, not a sim-core fault.
