Burma road and resource question

When can Japan ask for closure of Burma road, do they get an option or some prerequisite?

Do combat ships of a country sending a resource to china via a convoy but not at war with Japan prevent search and seizure of said resources?

It has to have been opened before Japan can close it via political pressure. In MWiF the phase when Japan can do this is the DoW phase. (Players Manual Vol 1, pg 138)

Search and seizure cannot be prevented once the requisite conditions exist and the power doing the search and seizure goes ahead with it, thereby risking a US Entry effect. (Not the greatest term to use, though, because if it happens the resources/build points are prevented from reaching their destination, and are lost to the lender, but are not gained by the searcher/seizer.)
