Hello,
1) I have just beginnig a global war solo game.
2) During setup i manage to have the minimum of factory not running (idle) but when i arrive to the production step i realize the CW and FR get less ressources than previous (without any loss or change in the CP roads).
3) At this point i'm wondering if i have made a mistake during reorganization step (using oil rule) or something else.
4) Just to know do you specifie the factory for each ressource or sonething else?

1) You have started a solo game of Global War.
My favorite scenario.
2) During initial set up your CP lines (CP roads) were established to ship resources allowing a minimum number of CW and FR factories to be idle. But without changing the CP lines when you get to the production step the CW and FR are receiving less resources than they should.
3) Have you made a mistake using oil during the reorganization step?
Not unless you planned to use your saved oil for production. And It would have had to have been saved from a previous turn.
4) Do you specify the factory for each resource?
You specify a resource for each factory you want to have produce.
The number of Build Points you will receive is determined by how many factories you have producing multiplied by the production multiple.
"Factories Producing" multiplied by "Production Multiple" = Build Points.
