[NO REPRO] Trouble with locking RPs (GUI)

Sometimes I can't use the lock RPs function because it's gone.
I haven't figured out why or how this happens, to recreate for the screenshot I had to start a couple different scenarios until it happened.
I would say the menu disappears about three out of five times.


Version used: Build 451, with the latest Community Scenario Pack and DB pictures. No other mods or plugins used, and Steam turned off.
I tried reinstalling, the problem persisted.
