Last I looked, France was a major.

And to reproduce.

From the DoW on Majors screen:
Italy DoWs Commonwealth and then France.
From the DoW on Minors, Germany DoWs Netherlands.
Italy calls out the reserve. Places them.
Ok Neutrality pacts.
Commonwealth aligns Netherlands.
Germany asked to Align France against the attacking Italians.

Download 1.1.3 This bug should be fixed with the most recent patch.
