Terr reins in full cities *still* broken
Here's the situation - Italy captured French Somaliland with the Eritrea territorial, who is still sitting in the only city. Now Italy has a Fr Somali territorial as a rein and can't place it. The game is stuck and can't move on.

It should be possible to place it stacking it on the Eritrean unit. Isn't it possible? We never us the Africa map, just the Europe map with off map boxes, so it's kind of surprising for me. The way we play you can stack them for sure.
Another thing is that we always use off city reinforcements. Maybe you selected this option and have legal places around the city and the system is just waiting for you to realize?
And then... wasn't there an option "not to deploy"?

You can't place the Somaliland TERR together with the Eritrea TERR. That is because they are minor country units and they don't cooperate with eachother (even if they are controlled by the same MP). However, if using off city reinforcements, you should be able to place the TERR adjacent in the hex East of the port. I don't know if it would be allowed to place it in any of the other hexes, since those are either not adjacent (due to an all sea hexside) or in other minor countries.

If it can't be placed next to it Zartacla reports the game to be stuck - the game should have placed it in the next production pool in that case.
I have loaded the game, but it skips the Italian placement phase and shows the remove air phase. I have tried to place the Terr in the next production pool, but the debug tool does not let me. I have tried building it the manual way after placing it back in the force pool - but after 5 tries and not drawing that particular one I have given that up.
Zartacla - can you place a savegame which loads a bit earlier? I think this is bug, which also interfered with the save you made.

I'm playing with off city reinforcements and the unit can not be placed in the hex west of the port. It can not be placed on top of the Eritrean territorial. It did not go back to the spiral for placement in future turns.

If you load the first game I posted, it skips past the Italian reinforcement stage as AxelNL said so the game can be continued. But it leaves all the Italian and German reins for the turn on the production spiral - not to be placed on the next turn, but to be placed one year later. A second bug, I guess.

That's what I mean. The game seems previous to sending to production pool, seems to be waiting for Zartacla to deploy in the available spaces around the city hex. Problem is it seems it doesn't let him deploy.
Centuur: As I said, I was not totally sure of point one, stacking territorials, since we can do it in the Europe map (using the off map boxes) since every off map box include several countries. Or at least that's how we figure it.
However, not all the territorials belong to Minor countries. IMO, many belong to Territories, which is from where they get the name from, don't know if this makes a difference. Once again, using the Africa map may change this, since (don't know) could be more cities in the map...

I tested this in beta version 1.1.7.8 - and it is a bug, or rather a combination of bugs:
1. The off-city reinforcement optional rule is not working for this territorial unit. My hypothesis is that either this does not work for any territorial or because of the non-cooperation rule in this particular case. I would bet it is the latter.
2. The game should place the unit in the next production pool in this case, in order to progress. I think this part of the code is probably not triggered because an earlier part of the off-city reinforcement logic decides it is not necessary. This supports in my view the second hypothesis: non-cooperation is the culprit.
3. Gamesave is wrong. It either leaves units (Ger + Ita in case of Zartacle, and only Ita in my case) behind in the production pool when loading it in case Zartacle saves it at that particular phase, or gives a loading error message when I save it at the placement phase (see screenshot). Edit: I had the same problem in an autosave of the russian placement phase of another scenario - game skipped the placement of the units still to be placed - leaving them for a year on the production spiral. This is a unrelated problem to the off-city reinforcement bug. Strange that this is not noticed before.
When I remove the Italian Eritrea Territorial blocking the stacking via the debug tool the Italian FSL Territorial can be placed.

By chance I ran into to same problem. US units in Sierra Leone preventing the Sierra Leone Territorial to be placed due to non-cooperation.
I could save/reload the game without problems however.

I think the off-city rule doesn't work for Territorials at all. I have a libyan Ter. which cannot be placed because all Libyan ports and cities are full.

As I understand the rules, territorials are never eligible for off city reinforcement. That is not broken. The bug is the game not being able to progress when a territorial can't be placed due to non cooperating allies sitting in the only available reinforcement hexes for the territorial.

They should be eligible. If they can't be placed due to cooperation, that is a stacking rule and that is what Off-city reinforcement refers to. Or, if their one city is already stacked with two cooperating corps, likewise.
A Territorial for a territory without a city would be more debatable.

I have a situation where Addis Ababa has two Italian units in it and the Ethiopian Terr cannot be placed. Game stopping.....

I tested this in 1.2.2.8 today for another reason - and it now works as it should.
