Italian Synth Oil not producing

Not sure if it's a bug but I am playing Global War scenario with latest 1.2.3.2 update version and what happens is in Jan/Feb 1940 the Italian Synth Oil plant arrives 1 year after I built it as expected, but it produces nothing. That is to say I'm not getting the oil out of it. Huh? What am I missing here? It's placed in Milan. Game file attached.

It's stated in the production planning form as idle. There, you have to put it to production or save the oil. In the latest version, this works OK.

Ok I see that now but when it was placed there as a reinforcement the production planning applet didnt acknowledge its existence. I had to play several phases into the turn before it showed up as a producing oil resource. Seems like this is the case for any resource change for all the powers, very confusing.
