UI Lag on Modern Desktop

My main desktop (Intel i5-4670, 16GB Memory) experiences pretty awful UI lag. Game speed is fine, but zooming in/out, map scrolling, and battle animations all have pretty substantial lag.

The irony is that the game runs fine on an older work system of mine (Q6600, 8GB Memory), and an even older laptop. (Old Dual Core, 4GB Memory)

I've done tons of searching on the forums, and tried every suggestion I can find to fix this. (I tried everything in the sticky, as well- tm.asp?m=2414049)

Anyone experience something similar or have any suggestions? I would love to be able to run this game on my main desktop!
