question about side level

question about side level

I can see in the editor that it is possible to set the level, from regular to high level.
When i edit the Down town scenario, i can see both side on the regular level.
It seems correct for the NV air forces, but seems too bad for the US Navy and USAF air force, need some veteran or high level.

Did this option has a large impact on the combat resolution ?

Higher Veterancy levels primarily shorten the OODA loop and gives aircraft a higher chance of evading incoming fire.

Veterancy levels also influence accuracy with unguided weapons (if the bombsight/director is effected by the operator skill), NCTR ability on some older radars (Square Pair), as well as damage control speed.
