2.4.3 Naval Move Bug

The CA Berwick based in Alexander wishes to move to the Bay of Biscay. On the way it enters the Cape St. Vincent sea area which contains two Italians subs which have the option to intercept. If the Berwick were to stop in the Cape St. Vincent area it could go as high as the 2-box. Anyway, the Italian sub(s) decline to intercept and the Berwick continues to an adjacent sea area (e.g., Bay of Biscay). This cruiser should be able to go into the 1-box, however, MWiF only allows it to be placed in the 0-box. Same issue (result) if I try to move the Berwick into the North Atlantic, Central Atlantic or the Cape Verde Basin, which are the other sea areas adjacent to Cape St. Vincent.

I've had this happen as well. Only happens when a unit in CSV could but either fails to or chooses not to intercept. I wonder if it's related to the pathing bug that makes convoy routes take an extra step in the same area?
