It has occurred to me that witploadAE.exe and witploadAI.exe were only included with some of the Beta releases. If people did not save them then they either will not have them or will not have the latest (in the case of witploadAE.exe). These are the ones that I have.

I have a witploadAE.exe dated 7/6/2016. I am not sure where it came from.

If you run it in a command window with a /? or -h to get the help to display it will tell you what version it is. 9.0 is the version I have IIRC.

It looks like yours is the latest version, that one is version 8.5 and I deleted it.

They are in the latest, 1126b.

In the latest Beta they are still version 9.0
The last significant change that I'm aware of was to include secondary accuracy, effect... for DP-guns in the device table, which DaBabes extensively uses.
The beta unfortunately doesn't overwrite the version that is in the SCEN Folder (v8.0 for me). This has caused me some wasted time in the past, since I just used that version on autopilot and then later wondered why the above info was missing.
