Base administration equals airfield level plus Air HQ command radius (full HQ level counted if the base is in the same command, 1/2 rounding up if the HQ is under a different command than the base). By the way, your unit in training doesn't count against base administration.

The size of the airfield has something to do with efficiency, and you've got an awful lot of stuff stacked up on that poor little atoll, and even squadrons training at 100% have some impact in a situation like that.

It is an interesting question, by the time you acquire that atoll, what possible reason could you have for stacking all that stuff on it? You're not going to bomb Saipan from there and Saipan isn't going to bomb Roi-Namur.
