I think there is a bug in WAW. Saint Nazaire is stuck at 1 supply point and will never increase. I've had this captured for many turns now and I don't see any messages that its being attacked or some how degraded expect once earlier in the game. After that attack, it never heals.

Operation chariot event can damage it permanently, probably you just got unlucky and the UK succeeded.
