Hi

In the Editor with the campaign open, go to:

Campaign -> Edit Country Data -> Edit Strength/Reinforce/Reformation Data

The Min Supply setting is on the right hand side, and can be set per country and unit type.

but that parameter seems to be for the units reformation ...

Is it the same for the reinforce/replacement too?

No, that isn't editable as it's hardcoded.

You can always amend Maximum Resource strengths and Action Points upwards or downwards and see if that gets you what you want.
