Strategic american bombers in UK cant bomb...bug?

I'm in August 1942 and my 3 american strat bomber are simply no allowed to bomb over axis territory. Good weather, HQ supplied...I've waited already several turns. The game doesn't allow me...bug, maybe?

Try formally DOW on Germany as the Yanks

Don't feel bad, it gets me all the time. Especially all those damn little island nations in the South Pacific. I don't know how many times I've screamed "WHY CAN'T I LAND MY AMPHIBIOUS ASSAULT HERE!!!!" on the Solomons et al.
