1943 Race to Victory - can Axis win?

Has anyone ever won a decisive victory as Axis in the 1943 Race to Victory scenario against a player of similar ability. I have secured a minor victory as Axis, but a decisive victory appears impossible.

Actually, yes. Against the AI, I was able to defeat the Soviet Union which created a decisive win that way. But no, not by the normal victory conditions, which I think are totally unreasonable for 1943.
