Unit Reorganiztion

Unit Reorganiztion

I continue to be baffled by this. I've played several scenarios now, which presently includes the smaller version of the Bulge. When I begin a new turn and survey the map, I see a bunch of combat units with orange stripes (meaning they're reorganizing) that were NOT reorganizing the previous turns. The bafflement is that quite often these are units that never moved or were not in involved in combat. They're connected to supply and are not isolated. What is going on here?

Does that side have a shock level below 100?
