Flashing orange unit icons

What does it mean when a units icon border flashes orange?

I think it means the unit is spotted and out of cover.

A solid border around an enemy units means your currently selected unit has LOS to that enemy unit.

A flashing border means that enemy unit is shooting at your currently selected unit.
