Manual Attack - Specify Weapons

I'd like to issue a manual attack order on a target but assign weapons that are out of range at the time the order is given.

For example intercept an aircraft but use cannons instead of missiles. When I give the manual attack order I'm not within range of the cannons. Is there a way that I can have the aircraft perform the intercept but not fire missiles and instead close the range and employ cannons?

Used to be (CMANO) you could allocate them anyway (even if out of range) so that when you got in range they fired, can you not do that anymore?
