Strait of Dover

Even if Axis occupies 140,57 and 141,57,Axis Fleet cannot pass Strait of Dover(140,58) on the current map.
I think need to fix.

That is as intended. That I know of only once did German battle cruisers make a run from Brest to Kiel under super secrecy and almost got caught. This was in 1942. It also makes the French West ports an important strategic location for the Axis.
