Each campaign is a chain of predefined scenarios, so no dynamic campaign. Only sometimes you can choice next scenario or it is selected by result from previous ...

Pretty much. A designer can pre-date or extend the date beyond the historical span of WW2 - I did in one of my scenarios, a hypothetical situation that carried over into 1946 - but the game is limited to WW2 as to units and available technologies.
